Galileo Progress Labours through ESA Dispute
A prolonged stand-off between Germany and Italy over financial shares in European Space Agency (ESA) contracts for Galileo has delayed progress on selecting programme staff, organising the Galileo Joint Undertaking (JU), and issuing key contracts.

The European Commission and the European Space Agency have released E1.1 billion in public funds for development of Galileo, and established a Joint Undertaking to manage the Development Phase and prepare the Deployment Phase. This article describes the planning, the various service levels that Galileo will provide, and the issues of global interoperability.
