With Galileo, the European Commission ventures into new areas, not only in satellite navigation, but also in funding of large-scale initiatives. The envisioned scope of the public-private partnership under which a full service concession contract for financing, build, and operation will be competitively negotiated far exceeds that of any European Union project previously attempted.
